For a complete list of primary and secondary documents, please refer to the\u00a0<a href=\"https:\/\/dps.mn.gov\/divisions\/dvs\/pages\/dvs-content-detail.aspx?pageID=675#\" target=\"_blank\" rel=\"noopener noreferrer\">identification requirements<\/a>.<\/li>\n<li>Go to a DVS <a href=\"https:\/\/onlineservices.dps.mn.gov\/EServices\/_\/\">Office Location<\/a>\u00a0that accepts first time ID Card applications. You will have your photo taken and take both your vision test and a knowledge (written) test there.\u00a0Go to a DVS <a href=\"https:\/\/onlineservices.dps.mn.gov\/EServices\/_\/\">Office Location\u00a0<\/a>that accepts first time Driver&#8217;s License applications. The closest two locations are Government Center and Midtown Exchange.<\/li>\n<li>Receive a\u00a0driver&#8217;s instruction permit\u00a0and start practicing driving with a licensed driver in the front passenger seat.<\/li>\n<li>Pass the road test. We recommend that you make an appointment\u00a0online\u00a0or by calling (651) 284-1234.<\/li>\n<li>Apply for a Minnesota driver&#8217;s license.
